The Ministry of Information Technology (IT) has recently developed a comprehensive AI policy with the aim of promoting responsible and widespread adoption of Artificial Intelligence (AI) technologies across the nation. This article explores the key aspects of the newly drafted AI policy, highlighting its objectives, and principles. And also expected impact on various sectors in the country.
The Ministry of Information Technology and Telecommunication has created a new policy called the “National Artificial Intelligence (AI) Policy.” This policy aims to encourage the use of AI in a fair, responsible, and open manner. While also recognizing the importance of human intelligence. The goal is to foster a balanced ecosystem where both humans and AI can work together effectively. The policy emphasizes the need for equity, responsibility, and transparency in the use of AI technologies.
The policy framework aimed to create a comprehensive ecosystem in Pakistan that supports the development and use of artificial intelligence (AI). It included various components such as raising awareness, fostering skill development, establishing standards, and promoting ethical practices. A recent State of AI Report evaluated Pakistan’s global readiness in AI and found a result. It ranked 117th out of 172 countries, with an index score of 34.03. This indicates that there is room for improvement in terms of preparing the country for AI advancements on a worldwide scale.
The National AI Policy has been developed with a key emphasis on ensuring equal opportunities and responsible utilization. It is characterized by its reliance on evidence, targeted goals, prioritizing user needs, being forward-thinking, and having an objective and comprehensive approach.
The AI policy also strives to enhance AI and related technologies by implementing measures on both the demand and supply sides. These measures aim to encourage the creation of research and innovation centers dedicated to AI. These centers will focus on developing, testing, implementing, and expanding AI solutions.
This involves acquiring knowledge on enhancing governance and effectively handling the influence of AI, ensuring responsible utilization of AI to foster economic growth and enhance people’s lives. Furthermore, AI will enhance the government’s capacity to provide proactive and tailored services, thereby improving the overall experience for individuals.
Pakistan will actively raise awareness and promote a better understanding of AI technologies and the advantages they bring. We will ensure that our workforce receives the necessary skills and competencies to actively participate in the AI economy. We aim to transform various sectors and industries by effectively implementing AI, and this will be facilitated by our national IT boards. They will play a crucial role in creating awareness and providing training programs through collaborative efforts with different sectors.
The draft policy highlighted a significant hurdle in effectively implementing IoT Cloud-based services: the need to have data available in digital format and to standardize it. In Pakistan, both the government and public organizations possess substantial amounts of data that still need to be converted into digital form and made uniform. This is necessary to enable its utilization in predictive analytics, Machine Learning/Deep Learning, and other technological applications.
The Center of Excellence in AI will actively encourage the development of IoT-based applications. It aims to enhance the quality of Cloud and IoT technologies and provide advanced facilities for predictive analytics. However, these facilities will generate valuable insights for various industries.
The Ministry emphasized the importance of establishing a National AI Policy in order to promote widespread understanding of AI-based platforms. This policy aims to prioritize privacy protection, enhance the knowledge and skills of individuals in AI and related fields, direct investments towards AI research and development, promote ethical and responsible use of AI, and establish a framework for addressing the challenges and risks associated with the country’s socio-economic landscape.
Investment in Research and Development Infrastructure
Pakistan should prioritize investment in research and development to build its own AI capabilities for local data-based applications. Although, This investment should include funding research organizations dedicated to fundamental research, standardizing data, and supporting the government in implementing AI regulations and laws. Also, the AI policy should emphasize collaboration with other nations to exchange knowledge and adopt the best practices in AI.
Ethical and Responsible Use
The AI policy suggests creating an AI regulatory directorate responsible for overseeing the ethical and responsible application of AI. Moreover, the directorate’s main objectives are to prevent discrimination against individuals or groups. And also, to promote transparency and accountability in the use of AI.
Job Displacement
The AI policy acknowledges the possibility of job loss caused by the worldwide expansion of AI. As a response, the policy emphasizes the importance of investing in training initiatives to assist both current and future workers in developing the necessary skills to adapt to evolving job demands. Additionally, by offering these programs, individuals can acquire the knowledge and abilities needed to navigate the changing employment landscape effectively.
